Updates an existing upload's metadata and optionally replaces the file.

This endpoint can be used to modify metadata such as title, description, or
associations. It can also replace the actual file content if a new file is
provided.

If no new file is provided, the existing file will be retained. If a new file
is provided, it will replace the existing file.
