Deletes a SEPA file.

SEPA File Deletion Process

When a SEPA file is deleted, the system:

1. Unlocks associated payment orders by setting sepa_file_id to null
2. Resets payment orders status to "approved"
3. Deletes the SEPA file record and associated XML file

This allows the payment orders to be included in a new SEPA file if needed.
